Tax-Delinquent City Workers to See Wages Withheld

Next week, 869 city workers who have yet to pay their taxes or enroll in a payment plan, will receive letters from City Controller Alan Butkovitz urging them to either pay up or enter a payment plan within 30 days to avoid losing up to 20% of their paychecks.

Under the program, the amount withheld from delinquent taxpayers depends on a worker’s disposable income, which includes overtime but not federal, state, or city taxes or other government-mandated deductions. The majority, who earn between $1,259 and $2,504 biweekly, would lose 15% of their paychecks.

Additionally, the city’s Administrative Board took steps toward adopting rules that would prevent hiring people who owe the city money, unless they first enter into agreements to pay off the debts. The policy will apply to civil service and non-civil service workers, and will eventually include people who owe money to the Philadelphia Gas Works. The measure will kick into effect next month after a 30-day public comment period.
