Tonight, 20,000 workers’ contracts will expire in Philadelphia but there are no plans of a strike. As long as bargaining continues and workers stay on the job, the city has to honor the terms of the old contracts. Today, Mayor Nutter will lobby Harrisburg to approve a temporary one cent city sales tax increase and to change the way the city pays into the pension fund. He says without these adjustments, there will be major layoffs to come and even with the adjustments, the unions will need to help ease a $1.4 billion five-year budget gap.
