Rendell chose to keep all state employees working during the budget impasse this year, under the condition of no paycheck because the state has been without budgeted appropriations since July 1st.
About 77,000 state workers are still unlikely to be paid this week or next, but Rendell said that full paychecks could be coming soon, even if a slew of state services and programs remain unfunded until later. If Rendell signs his “bridge” budget bill on Tuesday, payment in full for affected workers would happen around August 11th or 12th, but about 300 layoffs would start in August.
