AAA Urges PA Legislators to Pass Texting Ban

AAA announced a campaign aimed at passing a nationwide texting while driving ban by 2013. The motorists’ advocate is backed by strong public support, and points to the dangers of distracted driving and new research by the Automobile Club of Southern California that shows the impact of California’s texting ban, as the basis for the campaign.

Senate Bill 143 sponsored by Senator Robert Tomlinson is currently pending in Pennsylvania, and would prohibit a driver from operating a vehicle while using an electronic wireless communications device to send, read or write a text message while the vehicle is in motion. A person is not considered texting when reading, selecting or entering a phone number or name for the purpose of placing a phone call.

During the week of October 5-11, AAA and the AAA Foundation for Traffic Safety are calling on motorists to drive distraction-free, as part of the inaugural Heads Up Driving Week: Try it for a week, do it for life.

By eliminating distractions for a week and rethinking driving behavior, Catherine Rossi, Manager of Public and Government Affairs for AAA Mid-Atlantic, said they hope that drivers will reduce distractions for the longer-term.

How would law enforcement know if the person was texting and not “… reading, selecting or entering a phone number…”? Is that in the law to make it unenforceable?
